No, because... It's a complete waste of time
Just because the baby does not remember the pain, it does not mean the baby does not feel it. It is precisely because babies do not remember their pain at such a young age that we could never quantify the pain that the baby feels. Attempting to quantify such pain is idiotic. Any pain remembered or not, should not be inflicted upon a young child and therefore, pain relief measures should be taken.

A pain relief injection is stupid, the injection cause more pain to the baby than the procedure itself.
An eight-day old baby just doesn't feel pain in the same way, and name me a person you know who feels traumatised by their bris!
